Joan, as a previous sittting Board Member, did you get Board approval prior to 
using Helms Birscoe OR your #5 listed below?  I cannot find it in any of the 
Board minutes.

If anyone has any further questions as to how this company worked with
myself and Nanci other than what I will post here please feel free to call
me.   I will try not to leave anything out and will look up any answers in
my letter file, if needed.
 
I will not respond to the misinformation on this list as it seems to serve
no purpose and I hope this helps set the record straight.
 
1) PAYMENT: We do not pay Helms/Briscoe. 
 
2) CONVENTION CENTERS: They only have booked hotel/motel rooms for us.
 
2) MONEY SAVED FOR THE CLUB:They have gotten us much better rates at hotels
we have and will be using than I could get by going directly to the
hotel/motels and through the business meeting planners for them. They have
great leverage and have been responsible for many of the amenities this
Board has utilized and monies saved.
I double checked almost each one and they always had the lowest rate.This
was all done to save the club money and less work for Nanci and myself.
 
3) DOUBLE COVERAGE: They work directly with the CVB's,  but  have the
advantage of also being able to make other hotels/motels  known to us. The
CVB's can only recommend hotels  that are paying members of that group..
Both Helms/Briscoe and the CVB's are given the requirements as listed in the
National Show Checklist as written by Nanci and Lea. This is what I was told
to work with and comply with where at all possible. This may be read in the
P&P on the GSDCA website in Section XII.
 
4) HILTON FACTS: The Hilton contract was not "shot down:" It expired as no
one on the Board knew about it. 
Helms/Briscoe found out about it and also notified me that none of the other
proposed hotels had contracts and  Fall is ski season in Utah. Hotels rooms
get scarce and very expensive.  They then quickly contacted the hotels that
were on the list  to get us what was  proposed until the Show Chair could
see them. This was  done as a safety measure. Nanci was privy to the mails.
She was unable to inspect the hotels/motels until April of this year
unfortunately and the list was reworked. 
Thank goodness! It seems to me that all is well that ends well for the
members. These problems will not be repeated due to unusual circumstances in
transition.
H/Briscoe is,and was, agreeable that only hotels we are comfortable with be
booked. It is no ones fault that this was not able to be done until
recently. 
Just to reiterate... this is not part of my job.
Nanci has the final say so on what hotels are used. I never saw them as I
deferred to her although I offered to go earlier if she wanted as we were
all concerned.
The Hilton contract had to be renewed by Jan. 2006 or be penalized. This was
reported at the October meeting.
Copies of the old contract were obtained by Helms/Briscoe and sent to Lew
and Nanci and myself. This problem was addressed  by the Executive Committee
and then readdressed recently by Lew and Nanci. Luckily, what could have
been a disaster has been diverted.
Helms/Briscoe could not involve themselves in straightening out this
contract,as they Board  wanted,  as they were not part of the transaction.
Just to reiterate.. Helms/Briscoe did not recommend the hotels on the
original list.
 
5) When I visited the the over 20 show sites in the East, West, and Central
regions in a 16 month period........ I looked at motel/hotels each time at
sites that might be workable. There is no sense in considering a site
without this information. This usually entailed an added 2 day period to
each visit.  With travel, a week is really needed to look at each site. 
Helms/Briscoe and the local CVB's both helped with the room inspections. We
all worked together to find properties that were suitable as I sent them
what we required and as you can imagine I rejected many places. Our goal was
to find app. 500 dog friendly rooms at each one. That can be difficult as
many places were not willing to commit for 2 to 3 years out. The CVB's have
met with me on almost all the inspections. Any proposed hotels have been
investigated and H/B  had contracts in place in case we did choose a site.
As rates at properties will rise over a 3 year period we had them agree to
quote today's prices to save the club and members money.
Allot of work and expense with no security that the Board would even
consider a site let alone visit or contract it. 
 
6) Helms/Briscoe is being utilized by other National Dog Club people. They
first contacted me through Bill Pfeiffer and he called me and we thought it
was worth a try and Lew agreed.
The Board discussed it, I believe in Oct and in Jan.
We have no contract and do not have to use them. Therefore, no motion was
needed to utilize them as this was a trial basis. We don't get Motions on
everything needed to make this club work. We would get nothing done. A
Chairman makes decisions as how to operate their committee unless GSDCA
funds are needed and then anything over $700 needs Board approval. Also, all
contracts have to be signed by the Pres. and the Treas. 
 
7) H/B was working with airlines for us for better pricing for the Board
meetings and members.
 
8) It is my hope to  be able to work with Nancy and generate a system
whereby the members could get hotel information earlier than June so the
impression of favoritism in rooms could be dispelled. Also, this would
result in the approved hotels being booked first.
 
9) The hotels decide how many rooms they will release to a group based on
company policy. This is not a GSDCA decision.
