Just to let you guys know, the state of Texas does not allow breed specific legislation. I think Dallas is going about it in another way, by making it a pain to own any dogs at all. Last night on the news, a city official said their goal was to get rid of loose aggressive dogs. I don't see how anything in the proposed legislation accomplishes that. But since BSL was banned by the state legislature Dallas can't just outlaw Pit Bulls or any other breed they consider aggressive.
