Slight correction... it is even worse... the $500 per year, per dog is only
the "intact permit"... it is NOT for breeding. You will have to get a
seperate breeders "license"... and they have already made it known that none
will be issued for residential areas.

Dallas is proposing MANATORY spay and neuter of ALL dogs. Breeders permits
must be bought for ANY intact dog at $500 per year whether or not they are
actually bred.
