I agree with much of what you said, Kathleen. In hindsight, it is obvious
there was not sufficient structure, due diligences or communication. Since
the GSDCA is not proficient in the purchasing and RFP world, there was not a
clear process in place to do it right, which is not surprising under the
circumstances. The entire Board does need to accept responsibility for the
fact that mistakes were made, but it was not anyone's fault. I am sure
everyone involved had good and honest intentions. Unfortunately, it is hard
to know what you don't know, and that is why and how procedures and
processes evolve - by learning from mistakes.

We meant well. It didn't work out so wonderfully. In hindsight, it is
obvious that there we should have spent more time, done more analysis, had
more interaction with all the vendors, and should have at least had the
advice of someone who does this stuff all the time.

Throwing out the high and low bid, when you think about it, makes a huge
amount of sense, particularly if the low bid is extremely low. Thinking
about it, it is comparable to the real estate world. When you do an
appraisal or take some other measures to determine market value, you stay
with the the middle of the range - generally there is something problematic
with the properties that are out of range, on either end. Because of the
fact that none of us on the Board (as far as I know ) had prior meaningful
experience with this process, and because of the fact there was not a lot of
time to reflect or analyze, we did not realize what, in hindsight, looks
obvious. If a bid is too low, that is a good indication of a problem. In
this case, it may well be that the problem was solely miscommunication, a
lack of information which the company used to develop its bid, or some other
perfectly innocent breakdown, but it is clear that there was a breakdown.

In the world of purchasing, everyone on the Board was a newbie. If you all
think back to the days when you were a newbie in dogs, you made lots of
mistakes I'm sure. I know I did....!

Dania:

Thank you very much for your response to the list. As in typical fashion,
you are concise as you can be with the facts of the situation and explain
things as you see it.

I also personally have been involved in many RFPs and bid contracts. While
there are usual procedures that business people use during the negotiation
phase of these bid contracts, it is not uncommon that the vendors who get
the job do not deliver satisfactorily. I agree with Dania, in most cases
this is a DIRECT RESULT of miscommunication of service needed and/or
expectation on the part of the CUSTOMER. In other words, just because
you've done it over and over again with one vendor, when you're using a new
vendor, every dot must be dotted and every "T" must be crossed to insure
that the vendor is given the opportunity to do the job as you expect. I can
not even remotely imagine that any vendor would want to take on a job and do
it shabbily, at the risk of their reputation being ruined; especially in
this day of swift communication.

In this particular case, was the vendor given the ALL of the appropriate
parameters before they submitted their bid? I keep hearing on the list that
this vendor just "appeared" with a bid. If that's the case, how did they
know what specifics they were they were bidding on? Who was the contact
person they got this information from and was this the same person who gave
all the other companies who submitted bids and was the information the same
for all companies?

Reading between the lines from the posts of the "people in the know" it
leads me to believe that they are trying to PIN this job being botched on
someone who happened to speak with this vendor at the National last year...
WRONG FOLKS... In the format of this club, the decision to go with this
vendor needs to be laid at the feet of the entire board. Sad to say, if you
guys accept the shovels of mushroom fodder fed to you instead of demanding
for all the facts prior to making a decision (in the form of paperwork with
the actual bids in front of you), then you're just as much to blame as the
fodder feeders.

Now... there was one other thing in Dania's post that really intrigued me.
"This has been the nastiest, ugliest election I have ever witnessed and the
taste in my mouth is getting much too sour."

I totally agree. I can not believe the ridiculous low levels this election
has sunk to on the part of the power mongers and their marionettes.

But I'm going to stop this post now.

Regards,

Kathaleen
