Yes, AKC can do this.   At one time a dog could bite 3 people, or bite 
the same person 3 times...it was a 3-strikes you're out situation.  Now, 
one bite report, or even one reported attack, and the dog is DQ'd.  
Permanently.  If a judge DQ's a dog there is a specific form to fill 
out...but again, once the book is marked, the judge can't change it.  He 
can't take away the win.  He CAN report the dog, tho...he can probably 
fill out that DQ form, altho it is too late for the judge to DQ the dog 
himself.
    I understand that particular dog had bitten a few handlers before 
that day...someone should have reported him a lot sooner.  Either that 
or taken him out behind the barn early on.............
