I feel unsafe when a dog comes out after me while walking or biking. I think if
you live in an area where many walk by then you should keep you dig in the yard
or be outside with them.

I’ve lived in this beautiful town for more than 35 years. I’ve always
enjoyed meeting the neighborhood dogs and cats. I think all drivers look out
for the animals domestic and wildlife. I would never support such a bylaw.
If you have a specific problem with a neighbor you should talk to them. I’m
guessing they would be eager to work out your concerns

Hi Al: (Jane Phinney here) As Town Clerk for many years, I attended a
number of meetings that addressed the subject of a leash law. Savoy has
tried in the past to adopt bylaws regarding the restraining of dogs in our
town. It has failed every time. Most residents are good about keeping pets
well supervised and those who have not seem to respond, for the most part,
to a respectful request from others to do a better job. Pets get loose now
and then. It happens. Savoy has always been a place free of most laws that
often are unnecessary and put a burden on the town to make sure they are
followed. I would not be in favor of such a by-law. Talk to the offending
party. It may do wonders. Jane Phinney

Subject: [savoytalk] Town bylaws regarding loose dogs.
I would like to appeal to as many residents as possible regarding the need
for town bylaws in addressing loose dogs. At the moment our animal control
officer is unable to take corrective action due to the lack of said bylaws.
It is illegal in the state of Massachusetts to allow a dog to roam
unattended. This is an unsafe practice that places the animal in danger
besides possibly others. The opportunity for an incident is great with
regrettable results. The fact that our town is small, and on the outskirts
should not have a bearing to feel that rules do not apply to us. We are a
part of the system and must follow this responsible guideline for the safety
of our partners besides the courtesy of our neighbors. Please send me your
thought's on this matter in hopes that together we can bring Savoy in line
with the rest of the state. Thank you.
