Hi Al: (Jane Phinney here) As Town Clerk for many years, I attended a number
of meetings that addressed the subject of a leash law. Savoy has tried in the
past to adopt bylaws regarding the restraining of dogs in our town. It has
failed every time. Most residents are good about keeping pets well supervised
and those who have not seem to respond, for the most part, to a respectful
request from others to do a better job. Pets get loose now and then. It
happens. Savoy has always been a place free of most laws that often are
unnecessary and put a burden on the town to make sure they are followed. I
would not be in favor of such a by-law. Talk to the offending party. It may

many residents as possible regarding the need for town bylaws in addressing
loose dogs. At the moment our animal control officer is unable to take
corrective action due to the lack of said bylaws. It is illegal in the state
of Massachusetts to allow a dog to roam unattended. This is an unsafe practice
that places the animal in danger besides possibly others. The opportunity for
an incident is great with regrettable results. The fact that our town is small,
and on the outskirts should not have a bearing to feel that rules do not apply
to us. We are a part of the system and must follow this responsible guideline
for the safety of our partners besides the courtesy of our neighbors. Please
send me your thought's on this matter in hopes that together we can bring Savoy
in line with the rest of the state. Thank you.
