Yes, but you must have a San Bernadino County OHV permit affixed to the vehicle. I have seen them write tickets before.

As the ROC representative to the BLM, let me chime in on this topic.

First and foremost, the primary reason ROC exists is to provide a safe, legal environment for launching HPR rockets (and LPR, too, but they have fewer regulations). ROC does all the permitting and paperwork for you so you can focus on rockets.

That said, the primary difficulty in using Lucerne Dry Lake is staying on BLM land. It is not completely obvious where the BLM land is and unless you have a BLM map and know the terrain you can easily get on private land. If you are a non-organized group, then you may use the BLM land at Lucerne without a permit. They are fairly cool unless you are obnoxious and being dangerous. Also, they are quite serious (as is the SB County Sheriff) about no OHV use on the lakebed and no fireworks.

A better choice for "going it alone" is El Mirage Dry lake. They have a designated Model Rocket area (no HPR, but you probably don't have waiver for Class 2 rockets from the FAA anyhow!) there's a $15/car usage fee at the entrance and a map. I've taken groups out there before and it's not that far from Lucerne.

Now for a final caveat and warning, I have a good relationship with the BLM Rangers on behalf of ROC. If you get into trouble and claim to be with us, they will call me personally to check, and I WILL throw you under the bus. This is not an abstract issue, they have called me more than once to check and I have stated clearly that the offenders (fireworks folks, OHV folks with model rockets, etc...) were not with us.

Be warned...don't be stupid...fly safely.
