My understanding is that you would be OK with the model rockets (see the CA 
definition of model rockets) but not with the high power as long as there were 
not more than some small number of you.  (Too many people and it's considered 
an organized event subject to BLM approval and fees.)

 

To fly HPR I think you need to get the FAA waiver and you need to be a Cal Pyro 
Level 3 or have a Cal Pyro 2 with you.

 

Of course, I'm probably wrong but at least I put a target up for some darts...
