Chris,
Eggtimer has a suite of products that don't require ham licensing. They will
cover any altitudes at Lucerne, and in many cases will cover most flying people
will do just about anywhere really. They do require assembly and use surface
mount components. Many people find with a little practice they can manage, and
even enjoy it. There are also people that will assemble them for you. One plus
is the manufacturer attends many launches, so you can get field support --
well, if he's not out recovering his rocket :-)
