He is a member of a club in Arizona. He can fly high power there, so no need
to go to FAR.
He specifically said he wants to fly at Lucerne, his "all-time favorite launch
site" -- which he started doing 45 years ago.
Maybe someone in his group has a health concern and wants to avoid crowds.
Maybe he's in a position to "create a memory" and doesn't want some of the
situations encountered at an organized launch, like lines.
Maybe that weekend is his only available window to do this.
Guess I should have worked harder to get licensed.
