Can't answer your first question, but Alex is Apple's own TTS voice that has been around since 2005 when it was introduced in Mac Os X 10.5 Leopard. Now he has come to iOS 8 but only on select devices, namely the iPhone 5s and later, iPad Mini 2 and later and iPad Air and later.
