Can't answer your first question, but Alex is Apple's own TTS voice that has 
been around since 2005 when it was introduced in Mac Os X 10.5 Leopard. Now he 
has come to iOS 8 but only on select devices, namely the iPhone 5s and later, 
iPad Mini 2 and later and iPad Air and later. This is because all of these 
devices use a 64 bit processor which is one of the requirements to use Alex 
along with plenty of storage as it is currently a 869 MB download as you will 
see.
