[racktables-users] 0.18.3 is the new stable

Hello, list.
As some of you could read in FM release notes, 0.17.11 is the last release in
0.17.x series. I have been using 0.18 in my environment for a while, and I
don't see major issues besides the RHEL/CentOS PCRE (which I am not responsible
for anyway). The amount of features and code cleanups put into it pays for this
small defect, I hope.
So, I have time to maintain one major version only, and that maintained version
is now 0.18. Any bugs found in 0.17 are very unlikely to be cared about.
