The shipping restriction that you mention has nothing to do with
terrorism. Some chemicals require a hazmat surcharge to the normal
shipping charges. However, containers with two pounds or less do not
require the added charge. Thus, I can order 2# of potassium hydroxide
without a hazmat charge. I can even order any number of 2# containers
of this chemical to be shipped in the same package. The only
restriction is that such chemicals must be shipped by ground delivery.
However, should I want a 5# container then there is a hazmat fee. Makes
a lot of sense doesn't it! Getting back to Rodinal, which contains
potassium hydroxide, some companies mistakenly interpret the hazmat
regulations and refuse to ship it. Just find a supplier who will.
Adorama will, B&H won't.
