The point of my comment is that I don't believe there is anything internal
to the sound card that can be "permanently" changed such that a reboot
(power down) won't bring the card back to it's default state.
The only suggestion I can give is to get away from Windows completely. And,
I'm not being glib here. There are next to ZERO Windows programs that can't
be run under Linux.
You may be suffering from "Windows Entropy". It's that state your machine
gets into after 2-3 years (or earlier). Sure, you're technically savy and
you've kept the machine tidy. You've defragged, you've spam and malware
scanned, you've removed unused DLLs. Hell, you've even run registry
cleaners.
Doesn't matter. After 2-3 years, your machine is sluggish and unstable.
You need to wipe it clean and start over.
So, back to my suggestion. I'd backup your computer, wipe it clean and
install the latest Ubuntu distribution. Sure, there will be a small
learning curve involved. But, at a point not far down the road you'll feel
a very heavy weight being lifted off your shoulders as you realize you can
do everything you did before. And, it will be faster, more reliable, virus
free, and you won't have to cough up $200+ every few years for a new version
of the same old pain.

Any suggestions? Repeated re-booting did not improve the
situation. The soundcard worked great for Mandriva Linux FLdigi
program, but would not "hear" under Windoze programs.
Doing a Windoze "restore" to a point before the problem, solved the
Windoze problem. So, what else could there be? If Linux
didn't cause the problem, then the problem happened solely
under Windoze, but either way, i have no idea how it happened,
or what exactly happened. I described the symptoms and
the (superficial) cause or sequence of events, but deductions
can be wrong. Any idea?
