Hi,
I heard about this before.
As for the speech, it would be the invisible cursor saying things like that. Usually that thing looks like a bubble that a sighted user sees it when he or she hovers the mouse (to say, puts the mouse close to) over certain notification items.

Not exactly.  I gather that this element pops up there, but it is
generally a notification that pops up, is read by jaws in the jaws cursor (or probably one of the other voices), then disappears after

Ah, I thought so, but when I looked up tooltips, it seemed like

were associated with specific items, like items in a list, and

did not make sense.  I will have to have another look I guess.
