Netbeans is somewhat accessible, but I can't get things such as the error list to work. I'd use eclipse as an ide instead. I don't know about oricle other then that the sql query tool is accessoble so you should be able to enter and execute sql queries from a command window. I'm not sure how accesible the graphical parts of Oricle are.
