I just use Ubuntu in vm ware as Vinux 3.0 it's much easier than making it a
windos app.  Vinux is just Ubuntu with a lot of accessibility changes.

No it's not accessible with jaws. I've done this on my system and I just 
wait about 10 seconds after starting the computer and then pressing down 
arrow followed by enter. To start windows instead, simply press enter.
