I don't know if this works in notepad++ in particular but an easier
way with many editors is to type the numbers then select them (using
the usual arrow keys + shift) then hit ALT+X.
Part of the problem with ALT+NumPad is that the numbers need to be
entered in either octal or decimal but all the Unicode charts are in
hexidecimal.

If you want to input a braille dot Unicode like 2821 or 2812 or
something in a a windows editor what editors would you use and what
is the easy way of entering them by number.
