My bad, I missed the example.

For example if you hold Alt and while holding it, press "1" on the NumPad, it directly writes "☺"

(I wrote this character with the same technique here)

I get an error when I do this.  Well when I do alt+ num pad Plus  it beeps. With the windows error sound.  I have no problem putting in ascii characters by number but when I try Unicode on ntoePad plus plus it fails.

Same for VS Code.

If you want to input a braille dot Unicode like 2821 or 2812 or something in a a windows editor what editors would you use and what is the easy way of entering them by number.
