Yes, it is the help viewer that is the accessibility problem not the help format itself. There is at least one 3rd party vs2010 viewer that is quite a bit friendlier than the MS provided application -- it's called h3 (it acts a lot more like dexplore), but it does not work with the vs2012 files (vs2010 and vs2012 use somewhat different organization but I believe the help page files themselves are the same) and as far as I know no one else has put out a viewer either. I've written to the VS help team about a few of the problems but they don't seem very responsive, or frankly to even understand why there is a problem to begin with. I've done a little work toward making a program that can take the latest help files and produce a dexplore collection but it hasn't progressed all that far.
