-=PCTechTalk=- Restore UP Restore DOWN MAXIMIZE

IE6 and OE6 windows open in the last size window that I restored DOWN to.  I 
have repeatedly done the Restore UP and File>Close routine but the very next 
time it opens in the old Restore DOWN size.
How do I fix that?

WHY does Windows remember the Restore Down window state but cannot remember the 
Restore UP state?  That might make sense if it affected only the program in use 
at the time but it applies to every window you open.  The code should be 
written to remember the state when last closed and then open it next time in 
the same state.

I can not believe that millions of people have been frustrated with this and 
yet Micro$oft has failed to fix it.

Is there a utility out there that will force windows to open in Restore UP 
state every time regardless of state last closed?

Maybe a setting to tell Windows to open all new windows in the Restore Up state?
