I don't know where you are at But NOCHARGE (http://www.nocharge.com/) is one in 
the Northwest and some Eastcoast cities.  I used it
for a while in Seattle and Des Moines Washington.  It is slow but it is free.

Not sure about the ISP, but a Gmail account will give you both POP3 access, and 
access to their SMTP server.
