This will open Win Explorer with My Computer highlighted in the folder tree
pane and Drive C: selected in the left pane.

If you want Drive C: highlighted in the folder tree and its contents
displayed on the right pane, then modify the target to read

%SystemRoot%\explorer.exe /n, /e, C:\

You can create any number of shortcuts to various locations on your computer
by replacing C:\ with any legal path.

Examples:

%SystemRoot%\explorer.exe /n, /e, C:\Windows will take you to the
Windows folder on drive C:

%SystemRoot%\explorer.exe /n, /e, C:\Documents and Settings\USERNAME\Desktop
will take you to USERNAME's desktop.
