Rick,
Some add-ons enable the use of a browser toolbar. Even if it's never
enabled, just having that module installed can make removing the entire
add-on more difficult that it needs to be. So, go into the options for your
browser (you didn't specify, so I can't either) and see if there's a control
for turning it off there. Once it's off ('Disabled' may be the best you can
do), try uninstalling the program again.
