No, when I got my Dell about three weeks ago, they never were transparent.

I understand once you activate  Active Desktop, by putting something on it 
from the web....(picture, etc.)
i.e., right clicking and hit 'add to desktop'....this activates the Active 
Desktop.

I'm familiar with Active Desktop, because with my old 98 computer, I had to 
installed Active Desktop.
Maybe I am stuck with these ugly little boxes, until Microsoft comes up with 
a solution!!!
Whatca think??!!
