Yes... I've heard about this one. But at $299 for one and $159 for the
other, all I will do is think about it <G>

One of the best is supposedly a program called Genuine Fractals that
works with Paint Shop Pro and PhotoShop as well as a couple more.
Reviews seem to point to it as the best. It is available for PC as well
as macs although the site tends to look like it's only for macs. Prices
vary widely so it pays to shop around. Full details on what programs
it works with can be found at....

I'd suggest doing a search at some place like www.mysimon.com for
prices after you decide which software you want. You might try doing
a search on www.google.com for something like 'photo manipulation'
and see what turns up. Or look for some free software at places like
tucows.com or download.com too.

pixelization will be seen with almost any method, but with more recent
advancements the images have gotten much better... to the point that with a
lot of the GOOD software out there, you can hardly notice it.

$600. Paint Shop Pro does a VERY GOOD job at it, and costs under $100 (I
think $69). There's probably even several free packages out there, but
nothing that comes to mind.
