Hmm, check for BHOs in IE.  Or better yet, just disable them.  In IE,
go to Tools -> Internet Options -> Advanced, and turn off "Enable
third-party browser extensions". Might want to also turn off "Enable
Install on Demand (Internet Explorer)" and "Enable Install on Demand
(Other)". Then go to View -> Toolsbars, and turn off any non-standard
toolbars. Then close all IE windows and then open a new IE window and
see if that does the trick. Might need to restart Windows for proper
effect.

I'm not sure what else could cause keyboard problems only with IE, but
I agree with John's suggestions about corrupt files or malware; try a
System Restore, if the OS has that.

Did he update his keyboard driver recently, or allow WindowsUpdate to
update it? If so, that may be his problem. I generally do not ever
update drivers unless there's an actual problem; there seems to be a
high likelihood of problems due to drivers with updated bugs. ;)

Anyway, if he has one of those so-called internet keyboards, then have
him go to Control Panel -> System -> Device Manager, and look
under "Human Interface Devices" (if present), and see if there's
something for Internet keys. In my case, I have "Logitech USB Cordless
iKeys", "Logitech USB Cordless Keyboard", and "Logitech USB Cordless
Mouse". In this case, I want to disable "Logitech USB Cordless iKeys".
The keyboard driver itself (which is "Logitech USB Cordless Keyboard"
in this case) may be there; don't disable that. If there appears to be
nothing there for the keyboard, then look under "Keyboards", and
try changing the driver for that to "Standard Keyboard".
