The photo is on my hard drive and I want to use it as the Avatar on a forum
I am a member on. The forum (on the internet) wants me to scale the picture
down. I get the message that it is not the proper size. I think the want it
to have fewer bites. I really do not understand any of this.

I read your email again and not sure I understand where the photo is.

What program is telling you it is not the proper size?
Where are you downloading it from?
Is it possible someone of us could download it for you and change it to
whatever size you wish?

Gimp2 can be told to resize it to inches or pixels.
