[pchelpers] How do you reduce a photo to a smaller size?

I belong to a German language forum and I would like to change my avatar.
The photo I want to download is a recent one of myself. When I try to
download it I receive the message that the photo is not the proper size. I
am told to scale the photo down. I have no idea how to do this. Can anyone
help?
