You might give this book a look:

Oracle Designer: A Template for Developing An Enterprise Standards Document
by Mark A. Kramm, Kent Graziano 

Also, Feuerstein's PL/SQL book contains a good, workable programming style to 
copy.

I ahve been asked to write the standards for the company in terms of
Oracle databases.
I have never done anythign like that before...
Anyone have any pointers or skeletons or examples I could review?
