Before reverting to best cost plan, there are two attempts to reproduce the 
baselined plan id. SPM trace is pretty clear about this.

SPM lists "round 1" as plan outline + session OFE (optimizer features enable).

If the plan still doesn't match then "round 2" is hinted OFE only.
