The error might have indeed been introduced with the July update, but it
shouldn’t happen with catcdb.sql, because the connection is over IPC (not
network), and the sqlplus is from the same Oracle home.
I’ve checked my notes: we’ve hit this error not only in 19.13, but also in 19.2
and 21.3.
