We use to do exactly that (leave it enabled, but daily job to purges objects of
worth offender app schemas) at one of my client site. This way, we knew if
there was a bad application creating/dropping objects (like Sybase/SQL server
hash tables). We use to ask app team to modify their code/script to eliminate
this create/drop and replace it with CTE (Common Table Expression) or SubQuery
Factoring as its called in Oracle.
It helped us many times, when someone accidentally dropped tables in prod (I
know they should not be anywhere near prod, if they are so careless, but I
could only enforce so many rules.)

There is a middle position between disable or enable: enable it and have a
morning job that purges recyclebin every day. Mistakes of the day will be
covered but storage has a limit.

DDL replication. From Oracle 11G onwards it's safe to leave it on.

I usually disable the recyclebin, it has always been more annoying than useful.
And if you are using Goldengate, the documentation explicitly requires the
recyclebin be disabled.
