Yeah, I saw that and docs like BUG 17404487. They're just a bit vague,
never exactly saying the file isn't used for patches (other than
specifically the OPatch download).

suggests that it is not needed for opatch. That's not quite the same as an
answer to "is there a use for this file," but at least we can know that
it's not needed for patching.
The doc suggests the following to exclude the file from unzipping:
unzip -d <GI HOME> p6880880_121010_Linux-x86-64.zip -x PatchSearch.xml
