Purpose of PatchSearch.xml file in Oracle patches?

Hey all,

So I need to apply multiple patches to a 19.6 installation (sigh).  Each
patch contains a PatchSearch.xml file at the base level, outside of the
patch's folder.  So, each time I unzip a downloaded patch to my patch
staging folder, that file gets overwritten.

Is there a use for this file?  Is it a problem if it exists for another
patch other than the one I'm currently installing or deinstalling [sic]?
