and Oracle's lawyers assume that DBA_FEATURE_USAGE_STATISTICS is infallible.
It isn't. Here is hoping Oracle will one day clean up this utter mess.

Which is why getting a Support doc that explicitly states we MUST
install and it is the 'use' that determines license.
