Even a CONSISTENT=Y  is not likely to apply to Sequences.
Good Practices when using Export-Import for upgrades/migrations to new servers have been to
 a. Export when there are NO transactions
b. Generate a CREATE SEQUENCE script with values higher than the current highest and use such a script at the target
