Even a CONSISTENT=Y is not likely to apply to Sequences.
Good Practices when using Export-Import for upgrades/migrations to
new servers have been to
a. Export when there are NO transactions
b. Generate a CREATE SEQUENCE script with values higher than the
current highest and use such a script at the target

violation as the sequence numbers have a value less then the primary
key in some of the tables.Example the seq number is 38 and the table
