A couple of things to look for in this.  First, check that the X server is 
running and is accessible.  Reports use it a lot to render graphics and 
generate the output.  You can check this a couple of ways.  The first by 
checking the process on the server.  The other is by running the aoljtest.  You 
can access this through the following URL - 
http://<server>:<port>/OA_HTML/fnd/jsp/aoljtest.jsp.  It might be jsp/fnd (I 
always get them confused :) ).  

I've seen MSN toolbar and other plugins cause problems in any version of IE.  
Usually it causes the browser to close right away when trying to launch 
jinitiator or native java to access the forms.  But it seems like you are 
already in the forms so it may not be an issue.  In any case, you can try 
disabling the plugins and try it again.  Also, try clearing the cache and 
starting a new session.

Also try holding down the ctrl button when you click the View Output button.  
I've seen it where the output pops up so quickly you don't notice it and there 
was some sort of error.  

If you can send a screen shot of the error, that may help as well.  Are you 
able to open the output as normal text?  You can also check the output and log 
files to see if there is anything untoward in them that is causing the output 
not to open.

On top of certification, make sure the user doesn't have any pop up
blockers enabled.   Some toolbars such as google and yahoo I believe
have them and turned on by default.   Thats probably the likely cause
of your ie8 issue and viewing reports.
