I finally got my download with firefox. I was closing all apps to
shutdown and the 'login' window appeared to log into technet.... It
accepted and then the download worked. Maybe that is a hint or
something useful, but not fulfilling.

I found that if I tried to get it from inside my company's domain, I
couldn't get to several downloads but if I did it from my house, I
could. For me, it didn't seem to be browser specific. I did figure out
that clearing out my cache had no effect.
