Current Database is on raw device and new environment is preferred on FS or 
ASM. Can you provide some link or help for initial setup of new environment and 
what is required on Target side for configuration. Also any experience on the 
setup complexity as well as timing based on several TB database.

Use Golden Gate.  You can setup a uni-direction transfer from current 
production to new hardware/database and then migrate the application when you 
are ready.  Near-zero downtime :)
