I looked it up, there has been no single start-of-an-archiver message in
the servers history.
But at each shutdown, this is in the log:

-------------
Sat Aug 23 12:26:39 2008
Completed: alter database dismount
ARCH: Archival disabled due to shutdown: 1089
Shutting down archive processes
Archiving is disabled
Archive process shutdown avoided: 0 active
ARCH: Archival disabled due to shutdown: 1089
Shutting down archive processes
Archiving is disabled
Archive process shutdown avoided: 0 active
-------------

And while starting up:
-------------
Sat Aug 23 12:26:58 2008
Starting ORACLE instance (normal)
LICENSE_MAX_SESSION = 0
LICENSE_SESSIONS_WARNING = 0
Picked latch-free SCN scheme 3
Using LOG_ARCHIVE_DEST_1 parameter default value as
/opt/oracle/product/10gR2/db/dbs/arch
Autotune of undo retention is turned on.
...
