AWR Licensing

Hi all,
There seems to be some question about the use of AWR in 10g,
and whether it requires licenses in addition to licensing
the database software.
This link to the Oracle docs indicates that AWR is considered
part of the Diagnostic Pack, and as such must be separately
licensed.

Anyone know differently?
