9i r2 Data Guard - failover procedure

Dear list,
my prod server crashed and I wanted to apply a failover procedure with the
standby server.
Both servers are oracle 9i r2. The prod is down.
I applied the following steps:
ALTER DATABASE RECOVER MANAGED STANDBY DATABASE FINISH;ALTER DATABASE COMMIT TO
SWITCHOVER TO PRIMARY:but unfortunately it didm't work. May anyone tell me what
steps I have to follow? What is the correct procedure? thank you Alessandro
