Many of the premier new features are individually licensed. Probably the quickest way to see some examples is Oracle Store. I haven't reviewed the processor core factor price lists recently, but it would not surprise me if they stayed the same. So that in itself would not pose an obstacle to upgrading, and a consideration of whether to add new capabilities (that you might or might not have a valuable use for) that are in the product as separately priced options becomes a separate decision. Unless I missed a bundling discount, that means they have not created an apples to apples barrier to doing an upgrade, which I personally think is smart.
