In my opinion, two different sets of commands shouldn't be a problem to
most users. I personally use a VarioUltra Braille display, which both
can act as a Braille display when connected to a computer, a tablet or a
smartphone, and also has internal software with word processor and so
forth. The command set used in the internal software can differ quite a
lot from the command set used by the device I decide to connect my
VarioUltra to.
I would say that the best choice is to follow what has become much of a
"standard" on units with Braille keyboard, for instance the dots 123 to
go to the beginning, and dots 456 to go to the end. Apple are using the
same command set in their devices, both running iOS and OS X. Google has
chosen another "un-standardized" approach in their TalkBack app, which
they have been criticised for.
So, go for the standards, I'd say.
