No, they are allocating spectrum to government users.
So I have to repeat again, for Craig to understand, "where commercial

No. It was just irrelevant.
Was there anything ambiguous about this, Craig? This spectrum used by the
government is not used by commercial interests, interacting with the public.
Why did I have to repeat this, Craig?
I have no idea. It had nothing to do with the discussion, OTHER THAN the point
I was trying to make, which you still do not understand. One more time.
The NTIA allocates spectrum - that's it.
- they do not set technical standards for the users of this spectrum
- they do not regulate what a government user can do with the spectrum
These tasks are left to the agencies to which the spectrum is assigned. Just as
the private users of spectrum are allowed to do when they obtain spectrum
through auctions.
Obama was very public in telling Wheeler to use Title II.
And so were multiple millions of people, in 2015, and in 2017. The fact that
Obama was public about this does not change the fact that the people also
were, and also are.
Yup. As we just saw, about 30% of the people support FCC regulation of ISPs.
But it was unseemly for the President to tell a political agency what to do.
That is why the authority was delegated to an agency with representatives of
both parties.
Wheeler was not considering the Title II option until Obama, PUBLICLY told him
to take that approach. I'm quite certain that Trump does not support the Title
II decision. Any least he is allowing Pai to do his job without tweeting an
order.

Craig
