They do not manage this spectrum;
What crap. When you allocate the resource, and you keep track of these
allocations, and you update them as necessary, you are performing a management
function, Craig. Wake up.
Obama was very public in telling Wheeler to use Title II.
And so were multiple millions of people, in 2015, and in 2017. The fact that
Obama was public about this does not change the fact that the people also were,
and also are.
