Does anybody have the GPS_UTC_offset right?  The appropriate setting is 13,
but that means that programs have to start at 00:00:13 for everything to be
in sync.

I will have a posting in the next few days on my PSIP list
(mailto:EtherGuideCallsign-request@xxxxxxxxxx) on common and serious
PSIP/PSI problems in the next few days.  And, yes, I have a device for
detecting these mistakes:  EtherGuide Ferret.
