Wasn't 2 seconds; 18 frames out of 30 in a single second.

And, no, apparently we don't.  It's an election year.  Toughness on
something that is easy to cure is a no-brainer for politicos.  The fines are
going up to $500,000 per incident, and performers in the future are likely
to be liable as well.
